We are pleased to announce that registration is now open for the third European Heritage Hub Forum, “EU Enlargement: Cultural Heritage as a Key Resource for Cities & Civil Society,” taking place from 3-4 April 2025 in Budva, Montenegro.
Building on the success of previous Forums in Venice and Bucharest, this edition will focus on the theme of social transformation, highlighting the vital role of cultural heritage in fostering social inclusion, reconciliation, education, and economic growth, in the Western Balkans and beyond.
Organised as part of the European Heritage Hub EU-funded pilot project, and powered by ICLEI Europe and Europa Nostra in their capacity as Co-beneficiary and Project Leader of the Hub, the two-day event will gather cities, civil society organisations, heritage experts, and policymakers. Participants will explore how heritage can drive community resilience and sustainable development, promoting best practices and innovative solutions.

Key themes include:
- Day 1 – Reimagining Heritage: Pathways to Inclusive Social Transformation: Sessions will provide a fresh perspective, encouraging innovation and inclusivity in preserving and sharing heritage. Discussions will highlight how cultural heritage contributes to social integration, incorporating both digital and environmental dimensions.
- Day 2 – The (In)visible Thread: Giving Cultural Heritage a more central place within the EU enlargement agenda: Policy discussions will revolve around the role of cultural heritage in fostering regional cooperation and development, and as such its vital importance in supporting the EU enlargement agenda.

The event takes place on Thursday 3 April, from 09.00 – 17.00 CEST, and Friday 4 April, from 09.00 – 12.00 CEST. Please note that the starting and ending times are in local time (CEST). Participation is free, but registration is required. In-person registration will close once capacity is reached, while online registration will be available until the day before the event.
